Remember the old phrase: Birds of a feather flock together. Don’t mix different species of birds together. They won’t get along and can hurt or kill each other. If in a fight, the cockatiel is sure to lose against the quaker parrot. I’d advise against it.

dont do it.
cockatiels are very mellow scaredy cats and can/will be bullied by braver parrots like quakers.

Probably not a good idea as the Quaker bird is bigger, and has a stronger beak. Not to mention it is more cage aggressive. Quakers can also get insanely jealous, and ‘beat up’ the ‘tiel if it feels that is invading personal space or getting more attention from you. It could also lead to either bird being too nervous and feather plucking, or worse.
However if the birds get to know each other over time, and decide to want to be cage mates, then allow it but with supervision, you don’t want a misunderstanding between and have them try and destroy each other, or rather, the quaker destroying the ‘tiel.
